是指受业主委托，按照合同约定对工程建设项目的设计、采购、施工等实行全过程或若干阶段的总承包。并对其所承包工程的质量、安全、费用和进度进行负责。

印尼“建筑服务最终所得税”是印尼国内法对建筑服务提供商征收的预提税，居民、非居民企业一视同仁，不同建筑资质的主体适用税率不同，按照总收入缴纳最终税。

EPC合同项下所有的设备采购一般是由总承包商负责的。在大型的工程项目中，比如电站、化工厂等，设备采购往往占据了项目成本的很大部分。因此，EPC总承包商会负责设备的采购，以此来节约成本并确保项目质量。

EPC工程总承包是指受业主委托，按照合同约定对工程建设项目的设计、采购、施工等实行全过程或若干阶段的总承包。并对其所承包工程的质量、安全、费用和进度进行负责。在国家发展和改革委员会联合住房和城乡建设部共同印发推行《房屋建筑和市政基础设施项目工程总承包管理办法的通知》以及《关于推进全过程工程咨询服务发展的指导意见》的政策文件和相关指导意见下，国有企业和政府投资项目原则上需要配备由工程总承包项目经理和工程总承包项目管理师作为总负责人的EPC工程总承包管理团队进行工程总承包工程建设实施。在EPC模式中，Engineering不仅包括具体的设计工作，而且可能包括整个建设工程内容的总体策划以及整个建设工程实施组织管理的策划和具体工作；Procurement也不是一般意义上的建筑设备材料采购，需要进一步囊括专业设备、材料的采购；Construction应译为“建设”，其内容包括施工、安装、试测、技术培训等。

EPC工程总承包模式的优点包括：

1、业主只需要与一个总承包商打交道，减少了协调和管理的工作量。

2、设计和施工任务由同一单位负责，可以减少因设计错误或变更而引起的施工问题。

3、总承包商可以集中资源进行整体规划和实施，提高工程质量和效率。

4、总承包商可以通过对设备和材料的集中采购，降低成本。

在EPC工程总承包模式下，分包合同由总承包商与分承包商之间签订，分承包商对工程项目承担的义务，通过总承包商对业主负责。业主对工程总承包项目进行整体的、原则的、目标的协调和控制，对具体实施工作介入较少。最终合同双方按合同规定验收和结算。

印尼“建筑服务最终所得税”
印尼的“建筑服务最终所得税”是指对建筑服务收入征收的最终税款。这个税种的税率根据建筑服务的类型和提供服务的公司的资质而有所不同。对于租赁土地和/或建筑物、施工承包服务，可适用税率取决于提供的服务类型和建筑公司的“资质”。“资质”是由相关部门根据建筑公司的业务规模（即小型、中型或大型）决定的。建筑公司需要缴纳的税率为合同价值的2%～6%。所得税可适用全部或部分施工活动。

此外，通过分支机构或常设机构在印尼运营的外国建筑公司，在扣除最终税款后，还需就应税收入（税后调整的会计利润）缴纳20%的分支机构利润税（“BPT”）。税率可根据可适用的税收协定进行减免。

在会计处理方面，EPC合同项下的设备采购业务需要进行相应的账务处理。一般来说，当采购设备时，总承包商需要确认设备采购成本，包括设备的价格、运输费用、税费等。同时，总承包商还需要确认应交增值税额，并进行相应的会计记录。在收到设备并经过验收后，总承包商需要将设备的成本结转至相应的资产科目，并记录相应的负债科目。
