印尼投资吸引力

印度尼西亚位于亚洲东南部，别号“千岛之国”，实际拥有大小岛屿17508个，以巴厘岛 最为闪耀。印 度尼西亚是东盟第一大国，人口、面积和经济总量均占其40%左右，印度尼西亚陆地面积190 万平方公里，海洋面积317万平方公里。
印度尼西亚是“21世纪海上丝绸之路”首倡 之地，中国和 印度尼西亚双边关系提升至全面战略伙伴关系。投资已成为双边经贸合作的最大亮点。青山集团、宏桥集团、小米、OPPO、VIVO、阿里巴巴、腾讯、京东等大型企业已经在印度尼西亚设立分属机构。至臻联合会计事务所作为一家国际化，多元化的老牌会计事务所，我们将设立专题视频，分期为大家详尽的讲解《印度尼西亚投资的注意事项》。

印尼投资吸引力

印度尼西亚因为其巨大的市场，相对较低的劳动力成本，以及丰富的原材料供应，已成为东盟10国中最具吸引力的投资目的国之一。目前，印尼经济保持较快增长，投资、消费成为印尼经济发展的稳定动力，各项宏观经济指标基本保持正面，经济结构比较合理。印尼持续向好的经济发展前景和特有的比较优势将继续吸引外资涌入。

从投资环境来看，印尼具有以下优势：

（1）政局总体稳定，政府重视扩大投资并陆续放宽外商投资的准入门槛、简化审批流程，吸引外资涌入；

（2）自然资源如棕榈油、

橡胶等农林产品，石油、天然气、锡、铝、镍、铁、铜、金、银、煤等矿产资源储量均十分丰富，目前矿冶已成为印尼第一大外商投资行业；

（3）地理位置重要，位于亚洲和大洋洲、太平洋和印度洋的交通枢纽，控制着关键的国际海洋交通线；

（4）人口众多，有丰富、廉价的劳动力；

印尼劳动力人数约1.382亿，就业人数约1.31亿。印尼每年新增劳动力350-400万人。印尼就业人员虽然日益庞大，但劳动力素质略显不足。印尼劳动力价格在亚洲地区具有竞争性，但就地区工资及行业类别而言，雅加达城区的工资比爪哇农村高，石油工业工资较高，农业工资则较低。雇主须向雇员提供医疗保障及福利。

总体看，印尼外籍劳务市场较小，外籍劳务人员多为外资企业及合资企业的高级管理人员和技术人员。印尼政府严格限制甚至禁止普通劳工入境工作。

（5）市场化程度较高，金融市场较为开放。

印尼实行相对自由的外汇管理制度，资本可自由转移。印尼货币实行自由浮动汇率政策，印尼银行采取一揽子货币汇率定价法，根据印尼主要贸易伙伴的货币汇率的特别提款权的汇率变化来确定印尼盾的对外比价，每日公布其汇率。2020年10月，中国人民银行与印尼央行就本地货币结算的合作达成了谅解备忘录。2021年9月，中国人民银行与印尼央行正式启动“中国-印尼双边本币结算机制”。2022年1月，中国人民银行与印度央行续签双边本币互换协议，互换规模为2500亿元人民币/550万亿印尼盾，协议有效期三年。

（6）印尼政府致

力于改善基础设施条件，出台中长期经济发展规划，着力推动交通、通讯等大型基础设施项目建设，巨大的基建市场也给外资带来投资机遇。

近年来，印尼政府不断改进和完善投资环境，根据世界银行发布的《2020年营商环境报告》，在全球190个经济体中，印尼的营商便利度排名第73位。中国对外承包工程商会发布的《“一带一路”国家基础设施发展指数（2022）》中显示，印度尼西亚连续多年排名榜首，其发展环境、发展潜力和发展趋势指数均排名前列。从印尼改进和完善投资环境的具体做法来看，主要有以下举措：2016年，印尼政府继续完善投资一站式服务并推动税收优惠、宣传推介等政策和措施，对吸引外资有一定促进作用。印尼投资协调委员会以简化手续、提升服务的方式促进外商投资，并进一步简化《投资负面清单》对外开放更多投资领域。印尼工业部、财政部出台税收优惠，以外商投资企业自用设备免征进口关税、出口产品的原材料实行退税、特定行业和大规模投资所得税减免等方式，吸引外商投资。

2020年11月，出台《综合性创造就业法》。2021年3月，推出投资“优先清单”，取代原有的投资“负面清单”，在重点投资领域取消或放宽股权比例等对外资的限制。2021年4月，将投资协调委员会（BKPM）升格为投资部。

2021年6月起投资部实施在线单次提交许可申请系统（OSS）。世界银行《2020年营商环境报告》显示，印尼在全球190个经济体中，营商便利度排名第73位。世界知识产权组织发布的《2022年度全球创新指数》显示，在132个国家和地区中，印度尼西亚综合指数排名第75位。
